We see a blue shirt as blue because the shirt's fabric absorbs most of the light spectrum and reflects primarily the blue wavelengths of light. When this reflected blue light enters our eyes, it is detected by the photoreceptor cells in the retina, which then send signals to the brain that are interpreted as the color blue.
