We perceive a blue shirt as blue because the fabric reflects light waves predominantly in the blue spectrum while absorbing other wavelengths. When this reflected blue light enters our eyes, it stimulates the photoreceptor cells called cones, which are sensitive to different wavelengths, and our brain interprets these signals as the color blue.
